Port Authority of NSW has a responsibility under Federal and State Legislation to control the conditions under which dangerous goods are handled and/or kept in the defined port operational areas of Port Kembla.

Port Authority of NSW Dangerous Goods Guidelines

Port Authority draws on information and advice from the following:

  • Australian Standard 3846 – 2005
  • The Handling and Transport of Dangerous Cargoes in Port Areas
  • Australian Standard – 2187.1 – 1998
  • Explosives – Storage, Transport and Use – Part 1: Storage
  • International Bulk Chemical Code
  • International Gas Carrier Code
  • SOLAS Chapter VII as applicable

The basic safety precautions applicable to the handling of explosives in port areas are described in Section 4.3 of AS3846 to comply with the requirements of:

  • International Maritime Dangerous Goods (IMDG) Code
  • International Maritime Organisation’s (IMO’s)
  • Recommendations on the Safe Transport of Dangerous Cargoes and Related Activities in Port Areas
  • Australian Code for the Transport of Explosives in Port Areas” (June 2007)
  • Australian Code for the Transport of Explosives by Road and Rail (Third Edition April 2009)
  • Port Authority of NSW Dangerous Goods Guidelines
  • The NSW Work Health & Safety Regulations 2017

Dangerous Goods are substances and articles that:

  • Satisfy the UN tests and criteria for determining whether they are dangerous goods; or
  • Are listed in the IMDG Code; or
  • Are determined to be dangerous goods by the Competent Authority, The Manager, Ship Inspection (AMSA).

1) Must be more than 500kgs of the product.
2) Be a certain class of dangerous goods.
3) Must be a Packing Group l.
Nominated Red Line Cargo – 12 hours dwell period on the wharf.
Ammonium Nitrate – UN 1942, 2067, 2426, 3375
Calcium Hypochlorite – UN 1748, 2880, 3485, 3487
And Class 1.4
