Bays Port RFLP
Port Authority is undertaking an open market approach to secure long-term tenants for the use of deep-water berths and adjacent land at Glebe Island 1 & 2 (Multi User Facility) and at White Bay 3 & 4.
Glebe Island and White Bay, known as Bays Port, remains a strategically important port for Sydney supporting the NSW economy by enabling growth of trade and construction, infrastructure, marine industries, and cruise tourism.
The first stage of the open market approach was the release of an Expression of Interest (EOI), for both Glebe Island and White Bay respectively, to interrogate the nature of market interest and compatible uses for those sites.
The EOI process offered interested parties the opportunity to highlight their suitability and interest in the sites, while adhering to a set of stringent criteria concerning proposed use and compatibility. The EOI process was finalised in June 2023.
Port Authority has now moved to the second phase of its market testing process, with the release of Request for Lease Proposals (RFLP) for both sites.
The RFLP process provides an opportunity for the submission of a detailed proposal for a prospective tenant's intended use for the site, to be evaluated and assesses by Port Authority with the intent that a lease(s) be negotiated and agreed based on any such successful proposal.
The RFLPs for White Bay and Glebe Island closed in February and April 2014 respectively. Evaluation of submissions is ongoing.

Port Authority started construction on the Multi-User Facility in August 2020. At that time, the following construction activities were undertaken:
- site preparation
- installation of electrical and water services for construction site amenities
- survey set out of the facility
- demolition of asphalt pavement and redundant service pits where required
- construction of temporary drainage trenches
- drilling and construction of in-ground piles
- trial ground improvement works and geotechnical reporting to investigate an innovative proposal to strengthen the underlying ground, that is predominantly reclaimed land.
Construction on the Multi-User Facility was put on hold in February 2021, following discussions with a preferred tenant to explore refinements to the facility to improve operational efficiencies. Those discussions ultimately did not result in the Multi-User Facility being leased to that potential tenant, and whilst in March 2022 certain construction works were completed to protect the exposed areas of wharf pavement within the footprint of a future facility, the predominant works remained on hold.

The RFLPs for Glebe Island and White Bay closed in February and April 2024 respectively. Port Authority is assessing all compliant proposals received. Pending the outcome of the RFLP assessment process, proponents may be invited to enter into a long-term tenancy for the respective areas for which they submitted a proposal.
Ensuring that the right proponents take up long-term leases in this precinct is crucial to delivering on Port Authority’s vision for the port to grow, evolve and integrate with future urban renewal, to shape an innovative and sustainable new place for living, recreation and working.
